Duke University Apologizes Over Professors Email Asking Chinese Students to Speak English The New

Duke University has apologized after a professor cautioned international students against speaking Chinese on campus and urged them to speak English instead.

The professor, Megan Neely, issued the caution in an email on Friday. Professor Neely has since asked to step down from her role as director of graduate studies in the medical schools , the dean of Dukes medical school, Dr. Mary E. Klotman, said .

Professor Neely did not respond to email requests for comment on Sunday. A university spokesman confirmed that she remained on the faculty as an assistant professor of biostatistics and bioinformatics.

Professor Neely said in the email that two faculty members had come to her office complaining about students speaking Chinese very loudly in the student lounge and study areas. The faculty members wanted to identify the students and write down their names, she said, in case the students sought to work with them in the future.

They were disappointed that these students were not taking the opportunity to improve their English and were being so impolite as to have a conversation that not everyone on the floor could understand, Professor Neely wrote . To international students, PLEASE PLEASE PLEASE keep these unintended consequences in mind when you choose to speak Chinese in the building.

She added that she had the utmost respect for international students. That being said, she wrote, I encourage you to commit to using English 100 percent of the time in a professional setting.

The university confirmed the authenticity of the email, which was widely shared on social media.

In February 2018, , which a university spokesman also verified. In that email, she acknowledged that living and studying in a foreign country was a tremendous undertaking, but relayed that faculty members were concerned about students speaking foreign languages in the departments break rooms.

Speaking in your native language in the department may give faculty the impression that you are not trying to improve your English skills and that you are not taking this opportunity seriously, she wrote. As a result, they may be more hesitant to hire or work with international students because communication is such an important part of what we do.

In her letter, Dr. Klotman, the dean, apologized to students and said she had asked the universitys to conduct a thorough review.

I understand that many of you felt hurt and angered by this message, Dr. Klotman said. To be clear: There is absolutely no restriction or limitation on the language you use to converse and communicate with each other. Your career opportunities and recommendations will not in any way be influenced by the language you use outside the classroom.

Professor Neelys emails drew criticism and reflected broader tensions about the way Asian and Asian American students are viewed in academia. In 2011, about the hordes of Asian people at the university and complained about their cellphone use at the library. International Chinese students also face unique challenges, including for their home country.

Ken Lee, chief executive of , said he was disappointed by what he described as an ignorance and hateful bias against students.

Forcing students to repress their heritage language further perpetuates a wrongful culture of fear toward Asian and Asian American students, Mr. Lee said in a statement on Sunday.

About 36 of the 54 students in Dukes master of biostatistics program are Chinese, according to the university. About 10 of the 50 faculty members in that program are Chinese, the university said.

More than one million foreign students study in the United States each year, with roughly one third coming from China. But .

International enrollment began to flatten in 2016, partly because of changing conditions abroad, but also, college administrators said, because President Trumps rhetoric and more restrictive views on immigration have made the United States even less attractive to international students.

In a letter dated Saturday, a group of international students at Duke to investigate what happened leading up to Professor Neelys email, including the actions of the other faculty members.

The group said in a statement on Sunday that the emails showed an appalling lack of knowledge and understanding about the Chinese culture and community.

We wrote the petition to combat the normalization of xenophobia and discrimination against Chinese students at Duke, the students said.

, who advises students in Washington State Universitys college of arts and sciences, said international students must already have English proficiency to study in the United States. While students may need to speak English in classrooms and research labs, they should be able to choose which language to speak in social settings, she said.

To attack these students and say they have to speak English because its good for them and that they need to practice more, it speaks to these professors privilege and entitlement, she said.

Ms. Chow, who was raised in Taiwan and began learning English at 12 when she moved to the United States, said speaking a native language allows people to connect with one another, establish a feeling of home and combat homesickness.

Thats a really important piece for these students, she said. If you were traveling to China and you didnt speak Chinese, would you want to be speaking Chinese all the time or would you feel more comfortable speaking English with your friends?

I chose to become an RA because I am actually a transfer student

and I learned a lot from my first experience of college

and they weren't all great things but I definitely wanted to impart some of that knowledge and

I guess wisdom experience to other people because I really had wished someone did that for me

when I was thinking about my RA and how much like of an impact he made on me

and then i thought about how much I can make an impact for other people

Last year my RA made sure that he created a community where we all felt welcome

and coming from India i was very nervous about finding my community

so the way that he talked to his residents really inspired me

so I wanted to be able to do that for other people

Last year on my floor

none of the people on my floor really talks

so we didn't really like get to know each other

and I felt like that was something that I really wanted

humm so my goal was to make a community on my floor

to make sure that all of our residents

and not only our residents, just kind of the whole

community that we work in

feel safe

it's really important to foster

ahhh a really good community

humm on your floor

or like within your building

where students feel comfortable

and free to express themselves

and one that prioritizes individual development

in the upperclassmen and sophomore ahh sort of dorms

hum it's a little bit different

you're sort of a more of a guiding figure

humm somebody that is there if anybody needs help

ahh most challenging thing about being an RA

is probably time management

time management

I think most people are gonna say that

you'll probably hear that a lot

like time management is a huge key for me

it's so easy to just like

humm kinda be like

oh i will do it next quarter, I'll do it next week, and put things off

so its really important to prioritize and just really time like your

manage your time really well

to make sure that like you're not neglecting yourself

but you're also not neglecting your responsibilities, your residents,

and like your job as a whole

knowing when to take a step back

and rejuvenating and recharging

so you can do the job

self-care is important

You'll probably hear that a lot

My favorite part about being an RA

is not only all of our amazing residents that we have

but the staff that we get

humm we all bond so close and I've been in two buildings now

so I've had two different staffs

and I love them both so much

not only my peers but also my supervisors are always so amazing

oh I love their residents so much

its definitely really rewarding to see your

like floor traveling together

and everybody just hanging out in the lounge and talking to each

I have a passion for people for people

so I love helping people out and making sure that

they're okay, they're the happiest person they can be

they're the most successful person they can be

as a student on campus

I think doing the 1 on 1s in the beginning really helped to like

for them to know me and for me to know them

and i know like how to approach each and every single one of them

probably the community you develop with your staff

it was something I really wasn't expecting at all

I walked into my first staff meeting not knowing anyone

and now some of my best friends are RAs

which is something I can perfectly honestly say

that I never thought that would happen

but they're my support system just like I am for my residents

don't apply to be an RA just because you want free room and board

of course that's an awesome plus to it

but if you're the kind of person who likes to help people

and you like talking to people and those sort of things

then you'll love the job because you get the free room and board

but then you love what you're doing and if you don't love what your're doing, you're just

not gonna have a good time

humm its hard to know what its like to be an RA until you are in the position

so talking to RAs now, current RAs is something that I think is really important

especially be open to learning and

knowing that you're gonna constantly be learning

and being okay with not knowing some stuff

and being comfortable with asking

humm because a big part of the job is just growing and helping the community grow

two weeks before RA a training began

I got an email that said would you like to be an RA

humm so i would say for all of you that get wait-listed or told no

don't give up

we're all different in our own unique ways

and yes some people might be more outgoing than you

some people might want to humm

be more in their rooms but as RAs

we genuinely care

humm and it just shows in different ways

so don't worry about being introverted or extroverted

you'll fit in just fine and you're residents are gonna love you

So what makes TIU particularly attractive

is its international student body

We really have students coming from all over the world

One of the reasons why I like working here at TIU

is its international atmosphere. It's not only in the name, "Tokyo International University"

It really is international

We have students from over 62 different countries

So, when you come to TIU, even though we are in Japan and that's very important

you feel like this really is a global campus

When I first wanted to come to Japan, I was also looking for an international environment

The community here is very friendly, everyone is very nice to me

The reason why I chose TIU was to grow as a person

I study IR (International Relations) in Japan because in the future I want to try to work with children

I chose TIU because it was one of the closest universities to Tokyo

and it was in English

What I like about TIU is that the environment is so diverse and international that

every single person has something to bring to it

This makes discussions, classes much more interesting

Every student is bringing a different perspective, that's really enriching the student experience

But what's really interesting is that you take this diverse body and you throw it into Japan

and Japan is such a central element to what we're doing at TIU

What I like about TIU is that there is such a welcoming environment

For example at E-Plaza (English Plaza) I can talk to a variety of people from different backgrounds

And I think as a student of International Relations that understanding diversity is really important

One of our strengths is that we have relatively small classes

which alllow us to develop very personal relationships with our students

and that allows us to engage in discussions, very active discussions with our students

and provide a lot of advising and supervising whenever necessary

My favourite subject at the moment is Japanese, because it does help a lot with everyday tasks

that we come across. And also

It is very challenging but at the end of the day I really do like a challenge

I believe that the E-Track Program is an amazing opportunity for me to pursue my goal

to go into banking and then later on go into real estate investment

What I like about TIU is that you can interact with many Japanese students

and make new friends

We have a great student body here

Our classes are very interactive, exciting

and class sizes aren't too large

I think students who enroll at TIU

will have learned lifelong skills that they can apply

in a series of settings. So they will find jobs in

governmental organizations, but also non-governmental organizations, multilateral organizations

For example right now we are looking forward to the Olympics that are coming here

and that has considerable relevance for my tourism class, we're looking at

what does hosting such a major event mean for tourism sectors

The benefits and risks from that kind of exercise

Students have the opportunity to choose the carreer path that is right for them

either here in Japan or abroad
