this time I called the Haywood County Board of Education meeting to order for
November this time I'd like to ask mr. Jimmy Rogers if he would please lead us
in the board prayer board members please rise for the prayer
let us pray most kind and gracious Heavenly Father again is such a joy to
be here such a joy to see the fulfillment of this room the
accomplishments of children the accomplishments that our students have
made and made us all proud in this county thank you for the parents that
support our programs thank you for the teachers and staff they help support
this County school system to make it the best that it can be and even better and
Lord with your gracious I watch upon us we pray that you do you give us the
tools necessary to help educate children for Haywood County we pray that you help
us be good board members and that we can do the things that are right and just for
the children of this county we thank you for all the many things that you've
given us already and we are always in in favor of great great accomplishments to
be done yet Lord we pray your guidance and direction upon all of these we thank
you for giving us a safe year we continue to pray that you give us safe
year throughout these years and our children and our education that our
schools that we can all prosper and grow together all these things you asked in thy
precious name Amen everyone please rise for the Pledge of

you may be seated I have a few announcements
wanted to remind everyone Altrusa which has a corn bread and soup
fundraiser will be held this year January 22nd from 11:00 a.m. to 6:30
p.m. at First United Methodist Church the proceeds go back to Haywood County
Schools Foundation so I'd ask that you support it I'd like to take this
opportunity to congratulate our board members that have been recently
reelected I look forward to working with you at least for another two years and
maybe longer if I get reelected so anyway congratulations to those board
members who have just recently been through an election after I want to go
ahead and announce that we will have a recess after we recognize the parents
and the students and the parents so that can leave so that they don't feel bad
we'll have a little recess so you can exit and go to get your homework done
okay so will we we know that it's important to get back home especially
with the temperature dropping in the road safety and all that so we'll do
that does anyone else have any other announcements I do our next board
meeting will be here December the 10th 7 o'clock here at the Education Center so
mark your calendars to be here for the next regular board meeting it's always a
special time in December anyone else now have any announcements like to
make okay under agenda adjustments you may have to help me board members but I
do know that we have an audit report that we need to approve tonight or look
at and we'll do that I'm going to call it 12a it'll be right after item 12
right before we do the finance reports from mr. Henson and also I have an
action item that we need to take or consider
and we can do that right prior to open session or something we can do that it's
Altrusa soup contribution that the board normally does and I just like to
get the go-ahead to do that we've historically done that and anything
from building and grounds that needs to be added we do mr. Chairman I had one one
items around okay without objection we will add one item of building and
grounds right after the finance reports would that be okay mr. Rogers be fine
sir between 13 and 14 just remind me when we get to that point please anything
else finance has a couple things need to be added to the agenda okay is there any
objection to any of these additions or adjustments no sir
there being none that be added to the agenda as requested all right next we
have dr. putnam has got a whole lot of recognition to do but all of them are
very important so dr. putnam mr. chairman members of the board
I'd like to recognize Bethel middle school volleyball team I'd ask
that their coach Rebecca Smith come forward so that
we might properly recognize these young ladies

we've had quite a few accomplishments this
year our season Haywood County champs and western blue ridge
Conference champs our team this year was exceptionally great team and teamwork
with our main focus this year and these girls 100 percent
accomplished it they worked well together

Chelsea told me we were going to keep 21 middle school girls I thought she was a
little crazy but these 18 plus the couple that we have out sick
have worked together they've been so great they're good to each other their
parents are very supportive and we couldn't have done it without them and

team traveled to Cox Mill High School in Concord they competed in the Piedmont
pre state competition we placed first in our division and now we will be
traveling to Raleigh on December 1st to compete at the North Carolina High
School Athletic Association state championships

boy I really know how to empty a room don't I so next we have Pisgah soccer and
I'm I asked their coach to come forward so we can acknowledge some special
recognitions for Pisgah soccer this first year well I've been coaching
middle school soccer for 26 years now it's the first year as a high school
coach and I'm really proud of these young men what they accomplished six
wins on the season three wins in the conference and they they just it's not
anything I did me and coach Drury Kevin Drury my assistant coach he did a
great job as well but it's just these guys worked their tails off and I did
everything that I knew they could do so I'm proud of these guys and we've got
Brian Castillo-Pina got mountain six Conference Player of the Year
well-deserved he played for me at the middle school four years at the high
school great young man and he's he's gonna be playing somewhere I'm fully sure
he's me playing somewhere in college we got to Coby Hendrie also play for me
down to middle school great young man he too should be playing college soccer
somewhere both these guys and a great young man appreciate all his effort too
one more Zariah Smith also earned all-conference honors he's not here but
we got to stand in we got another young man that he's a senior
this year great young man you could you could run and you could kick him you
whatever you want and he would smile how about smiling no matter what he's a fine
young man I appreciate him being here
thank y'all for all your support and everything to we appreciate it
we have Pisgah tennis so if Pisgah tennis could step forward
dr. Nolte members the board thank you for having us here tonight I've brought
with me Carli Stiles and Allie Fisher two of three that were not only regional
but also qualified for state Allie and Maeanna Norrisk are the first ones in
Pisgah history to anyone's knowledge that had made it past regionals and
continued on and finished in the top four in the state this year really quick
give you a little rundown on some of these young ladies and what they've
accomplished Carli played with me for years she's lost a total of five
matches in four years
Allie and Maeanna as I said made the state tournament this year all all four
of our regional qualifiers this year that were in our region this western
region ended up being the four top teams in the state to give you an idea of what
is coming out of our region and one of the other state qualifiers was Smoky
Mountain so not only were they out of this region but they were in our
conference so that gives you a little idea of what what these young ladies
have accomplished and the other thing is they started playing about August 2nd of
their freshman year they won two matches their freshman year won conference the
next year and have been runner-up in conference for the last two years but
that's not all for the last four years they have also been in the top five in
the state for GPA so these young ladies have accomplished a lot in there four
years and they're going to be missed greatly as well as their teammates
so with that Allie Fisher
Carli Stiles and just as another little side note and I'm sorry for that the
starting six that we had we're all all-conference this year which is
another big accomplishment for this group so thank you all and I appreciate
you recognizing these young ladies
and next we have also from Pisgah cross country ask their coach to come
forward and introduce their team we've got some special individuals to
recognize I'm Stephanie Kuykendall and this is Charlie Inman we had our first
cross-country season this year and our guys team set a goal to make it to state
and they did so they placed sixth in regions regionals to secure a place at
state in Kernersville Carter Binkley led our team as a senior Jake Moore's not
with us today Paul Gonzales Cameron Bailey and Bo
Bowers Carter has gone to state every all four years with coach Goodwin if I'm
talking correctly right he and Jake made all-conference Carter was all regional
and placed 13th at state with a time of 16:51 it was cold down there it was rainy
but they endured the weather and did a great showing so

if you needed one of them I will not chase them I would not be successful
next we have Tuscola soccer so if we could have Tuscola's coach come
forward to present some special awards
mr. chairman members of the board thank you for having us here tonight my name
is Ian Meeks I'm the head coach at Tuscola it's my first year there so it's
been kind of a different winging I'm actually the guy that switched from
Pisgah to Tuscola so it's a little bit different for me we'll say this was
definitely a building year for us tuscola is certainly not used to the record
that we had this year but the boys showed true character and teamwork
throughout the whole year two gentleman next to me are actually captains and the
whole year found a way to build the team up no matter what they try to keep
things light and they also tried to make sure that when players try to get on top
of each other they were there together to try and make sure that we remained a
team the whole time it's hard when you're in a frustrating
year to do that and I commend both these gentlemen for that the whole year first
is a Manny Trejo-Lugo and before I present his award just to let you know a
little bit about him he was captain this year he's actually started two years I
believe right Manny he was all-conference had he was 12th in
points for our conference which to go up with teams like Asheville and AC
Reynolds and TC Roberson has some of their powerhouses to be one of the top
leading point scorers and soccer is is pretty impressive so I think there's
something for us to take forward from Manny I know that he has told me also
that he's interested in college could potentially play he's just not really
sure about that so Manny Trejo Lugo
also Sterling Thomas was our goalkeeper had a remarkable year this was
Sterling's first year as a full-time goalkeeper he was in goal about halftime
last year he set a school record for career and season saves which is
remarkable as a especially when you're playing almost only one year he had
about two hundred and forty five saves I believe combined and probably saved us
from getting mercy rule many games who are out there he's definitely one of our
academic superior students on the team sterling made not only all-conference
but he was first team all-region so the sad thing is I wish I can
convince him to play soccer in college but I believe he's gonna play baseball
next I'll ask mr. Shelton to come and we're not sure that these young ladies
are here but we want to read their name and recognize them just the same for
their accomplishments in volleyball so Tuscola volleyball mr.
Shelton I am NOT the volleyball coach obviously our volleyball coach Pam
Bryant along with these two seniors has been instrumental in turning Tuscola
volleyball around over the past few years we've had unprecedented success
especially over the past three years and these two seniors Jade Monday and Livy
Rich have been instrumental in that along with other seniors and folks who
have graduated before both of these young ladies were named WMAC
all-conference players both young ladies I believe along with coach Bryant are
with the basketball team tonight at their scrimmage so I'm happy on behalf
of Tuscola to accept these certificates and take them to them
tomorrow so thank you all very much
we did have a couple that did not show up for various other reasons we're going
to recognize Pisgah varsity football and Pisgah JV football maybe the next
board meeting
next on our agenda we have Ms. Jill Barker
wow that was awesome to see so many of our students and my child's friends and
family and congratulations all these great athletes and and so many of them
are stellar students too and that's what matters and that's what I'm here I'm
chairman Francis members of the board our state has recognized several of our
schools and we wanted to provide them that recognition tonight it's just an
honor to see all the hard work that goes into these academic accolades that our
County continues to receive but I do once you know these did not come these
awards we are given out don't happen by accident
as a principal I know that I know the hard work is not the principal of the
school it's not the lead teacher it's not it's everybody in that school it's
the custodians is if they're not if they had a bad bus ride it's I remember when
we used to get the old ABC Money dr. bill and we would split that every year
the staff would to agree to split that I mean everybody the after school workers
because it takes everyone in that school and our kids benefit from that so I'm
really proud of all the stake holders tonight and I know tonight the
principals are here or representative and I know they've congratulate their
kids and their staffs but that always means a lot to me you know just to know
that it's every single person so congratulations to all the faces that
are behind these awards okay we're ready

already thanked your staffs if I see you out there and I see all that hard work
and I know dr. bill and the whole office and I also wanted to say as a principal
last year thank you to the central office staff for always supporting me
Jason would come hold my hand Jeff would come out call Ron you know so it means
a lot of principle to have that support from the central office staff I'm on the
other side of that now and to our board who always encourages us and supports us
so it's not always that way and everywhere and so we do appreciate that
thank you very much
everybody's gone we don't need to keep going okay carry on miss Barker of the
board's decided we're not going to take a recess it looks like everyone's
already gone we run them off all right so as I promised earlier the state did
send out some updated data where we could kind of disaggregate and separate
the Middle's from the Elementary's so I wanted to show you the first first slide
is this yes I'm sorry I put my glasses on it is is our elementary schools I want
you to know there are 829 elementary schools that were title one in the state
Riverbend elementary has the highest performance in the state of North
Carolina of 829 elementary schools they were number two in the state out of I'm
not sure well over a thousand elementary schools without including title one not
title one so yeah that's just a great accomplishment for them and I mean for
Jill and she couldn't be here tonight but she we did talk about that and Karen
and she's very proud and that's just something else at night our other
elementary schools equally I feel very good about their performance and miss
King's going to scroll down for us and you can see the schools in between and I
put that up so you can look at that your own pleasure you can see that
that's Junaluska and Bethel Elementary both in the top 7% of elementary schools
in the state North Canton elementary in the top 10% of title one elementary
schools in the state and I was looking at their reading a five-year reading
trend and it just keeps ticking upward so I'm very proud of them
Meadowbrook Elementary my glasses on 18% percent scroll
on down Clyde elementary and the top 21 percent
Jonathan Valley Elementary in the top twenty two and Hazelwood in the top
twenty seven percent of elementary schools and then Brooke's going to show
you just how many not to embarrass them as dr. nolte said but just to let
you know just how many schools we try not to get caught up in we do want to
get better and continue to get better but we got to take these moments to
breathe a little and celebrate our people and the hard work they've done
because we have our own obstacles it's not always you know perfect in the
mountains we have our own issues and our people work extremely hard and I
just commend them for that and you can see she's still scrolling so if you get
a chance to get by talk to them and just tell them congratulations are very proud
of them any questions about the Elementary it's a great job just
thank you to Belinda Trantham and Ron Moss for providing that elementary
support for them and I appreciate all they do they make sure those teachers
are trained and supported and you know hats off to them alright let's look at
our middle schools and I do not have a count on here so anyway we'll just go
you can see these are all six eighth and middle schools are a little different
because a lot of these are you know a lot of districts they go to five six
schools and so it's harder to capture a look at a true middle school but when I
pull the six eight schools then this is where we are you can see Bethel middle
and the top 17% of these middle schools Waynesville middle and the top 24% and
Canton middle and the top 33% and again many many schools that are past us still
a lot of work to do very very proud of our middle schools though and how they
perform and just their enthusiasm for getting better and the things that I see
happening I feel very good about and I just won't say you
know mr. Haney is not here right now but he's done a phenomenal job meeting with
him I'd say he's in those schools every day or every other day I mean he is
constantly I'm providing them some great support and and they're working really
really hard so we'll continue to just try to support them and help them in
every way we know how so any questions about middle schools I just want to say
when we saw into recognitions of athletic performances from a lot of our
middle schools now we're seeing the academic so I mean it says a lot for our
district to be as well-rounded and for our children as we are I mean that's
just phenomenal it really is I agree I agree I you know that's a big part of
our community and doctor Bill has always spoke to look at our band look it I said
last year up his got our kids find their way and they find their niche and within
our schools and we have great schools and it's not just academic it's it's athletic
it's band it's it's FFA it's all kinds of programs and
so we appreciate your support any other questions no questions congratulations

understanding from dr. Nolte mr. chairman members of the board staff and
guests we have we we meet now frequently with dr. Parker and a number of the
college staff people we usually meet on two topics while we're there the early
college and then overall college offerings that students and our
traditional schools can take and so one of the things we've been doing is
updating our memorandum of understanding related to academics we did the one
related to the cafeteria a month or so ago you all may remember that it has
essentially the same framework we do have some new offerings for students you
are familiar with the electrical and some other things that are new
we sent this to mr. Smathers and he's looked at it and tells us it's it's all
legal and so we have it posted there for your
preview and would request your approval of the agreement at this time I'd
like to make a motion we approve the memorandum agreement
okay okay we have a motion from mr. Jimmy Rogers do I hear a second
Second miss Barrett to approve the Memorandum of Understanding between us
and Haywood Community College any questions our discussion on the motion
on the floor it's a great continue working relationship and continuing to
grow like say our program as well as helping our community and our college as
well I think the relationship is as good as it's been in a long time we talked a
couple of times today about different things I agree any othr questions or
discussion there being none we'll vote all those in favor say aye aye opposed

Putnam gonna talk to us a little bit about a whole bunch of policies gonna read
each one and if history reminds me I mean Don Cook was on the board he used to read
every single word that was gonna be my punchline okay through every one loud
I'm a little bit of a slow reader no all of those have been provided to you what
you have in front of you there should have been a sheet placed in front of you
that kind of gives you a synopsis of what has occurred in the way of policy I
will before I jump into that I'll just remind you that policy 7510 regarding
leave is being it's up for the second reading so that will remain in place
okay for a second reading another 30 days all of the policies put before you
today are up for first read thirty two policies in total these
recommendations are revised policies come to us from mr. o'roarke he is the
North Carolina school board attorney and they are recommendations and suggestions
for review of the thirty two policies I can tell you that we pulled the
following because they required substantial change or were in conflict
with our current operations and therefore needed greater discussion and
revision the policies pulled our 1510 - 4200 - 72 70 17 20 - 40 15 - 72 25
policy 34 1034 20 34 70 - 4305 43 33 and 41 25 so a total of seven policies of a
total 32 mr. Rogers serves on our policy committee so he's aware of why we pulled
those but just just to give a brief overview of why those were pulled many
of those policies made reference to anonymous reporting an anonymous
reporting app which we do not have in place yet we did not want to put in
place policy that we do not have an app that it suggests we have the other is
credit recovery and how we go about credit recovery the requirements for
such and again we wanted a thorough look at that and the other was the homeless
liaison and duties of that homeless liaison so in those seven policies is
wording in regards to those three areas that we need to take a thorough look at
and revise be happy to entertain any questions you have
I just like to say it's a tremendous amount of work the policy committee does
and I know that I appreciate mr. Rogers work on that and bringing forward to the
board those revisions that need to be looked at carefully and I appreciate the
think that you are and I know they can be overwhelming at times so I appreciate
the hard work of the policy committee and please let them know that we do
appreciate it because I know that y'all meet on a regular basis and there's a
lot of work goes into that on the first reading policies that are listed will
table those as per board policy to for public input til the next regular board
meeting and then take action on 7510 is that correct
we've had the second reading of policy number 75 10 do I hear any action to be
taken make a motion we approve 7510 mr. chairman mr. Rogers has made a

these policies like say a lot of these come they come through the NC School
Association and I did have a long talk with mr. O'Rourke I said you're making
us give you a lot of phone calls lately and there when we at the school
conference and he agreed he said because like I say these are written on a
statewide level so a lot of times they don't apply to our district necessarily
exactly and and it's there's a lot of wording that may not we may not have
systems in place to take care of that some districts do and but it's it's so
much easier than it used to be yeah back years ago when we were doing this it was
we didn't always get to study these are updated immediately
that's a every time there's a legislative amendment or action taken
these policies are updated effectively immediately and so we get them a lot
quicker and yet in case there is something that happens in the future
that we're on top of it this time so we know the
these are in place cover any anything that happens okay so thank you for very
good very good I just want to note that mr. Hent.. mr. Clark I had to leave you to
work requirements a requirement of him to be back at work so just wanted to
note that in on the recording of our meeting next we have our audit report
does miss Gardner want to say anything or about the audit report
I'm pleased with the audit report have a great staff they work very hard everyday to
support our personnel get them paid on time have a lot of good book keepers
then just appreciate all the help that we get very good earlier tonight the
board met and the work session and we were presented with our audit report
from mr. Wike and it's a very comprehensive document but I can tell
you cutting down to the chase if you only just say one word it was
outstandin and we have good hands in our finance department and I have
every confidence in in this report and our finance department that they're
doing a great job and mr. Wike concurred with that opinion as well as
the document itself and I like to commend again the finance officer and the
all of the folks worked in that department congratulations thank
you at this time we'll need to make a motion
to accept the audit report as presented make a motion that we accept auditor's

sorry okay carry on next up is a motion to approve
the revised childhood nutrition procurement plan raising the small
purchase threshold from informal bidding from 30,000 to 90,000 okay we have a
motion from the Finance Committee Chair mr. Henson do I hear second I'll second
second mister francis I won't check on my parliamentary procedure but I
don't think you have to have a second from a recommend a we'll check on that
parliamentary procedure but anyway anyway because it's already been
approved really by three or four board members so it's not really necessary but
I'll check on that but that was brought to my attention a while back but anyway
we have a motion and a second on the floor any questions or discussion on the
motion on the floor and why are we doing this it brings the amount of money that
she can basically the the big difference is whether she has to get quotes to
quote or put that out for bids or still has to get three quotes and it still if
she should I ask you three quotes and it still has to be approved by the board
regardless of what it is because it's over a threshold but it's just raising
the amount of the threshold where she can determine to get quotes versus
thinking that putting that particular item out to bid and it also lines us up
with federal requirements a federal yes if it lines it back up whenever is
basically we passed earlier if it is my understanding the 30,000 was actually a
typo it should have been 90,000 was just my understanding and if this does bring
it back into the 90,000 with the federal we do that no other departments and yes
other under the it's the same thing we've got in other other departments
Is that clear as mud because I didn't when did we change the
things going out to bid it or anything from 30 to 90 miss Gardner
to explain it still wasn't explained miss Gardner our policies states yes
sir that's right mr. Kirkpatrick this is coming from the federal government's
uniform guidance it's code of federal regulation part 200 and so she has to
have those it's called the small purchase limits and so she's changing it
was originally 30,000 she's changing it to 90,000 the reason she's having to
change that in term in her plan is because much of her revenue comes from
the USDA which is federal funds however it's states very clearly in the planner
we talk about this in finance that this net the uniform guidance never
supersedes state regulation or local policy if either of the two or both are
