Hi my name is tay McLennan head of the Scottish Digital Academy. Digital is
changing the way that government and public sector organizations design and
deliver their services for citizens and we need to make sure that we have a
workforce that can meet that challenge. I'm here to tell you about our hands on
our Hands on Agile for Leaders course which is designed to help leaders understand how digital
services our design developed and operated. We want to help our leaders
understand how to support and lead cross-functional and self-organizing
teams, moreover we need our leaders to understand
the environment that needs to be in place for when their teams return back
from training and implement what they've learned, the new ways of working and are
able to continue to develop. A question we often get asked is, what is agile? So
here's one of our senior agile coaches Richard Gunson who leads on the
delivery of the leaders course to tell you more and you can also hear from some of
the leaders who've attended the hands-on agile leaders course.
Hi my name's Richard Gunson and I deliver the Hands on Agile for Leaders course for the
Scottish digital Academy. So in defining what agile is it's probably easiest to
start with what it isn't so it's not a rigid adherence to a set of tools and
techniques it's more a, a holistic approach to developing services with
citizens for citizens using an iterative incremental approach. One of the things
that excites me about agile is the possibility of breaking down siloed
working and councils will have departments you know it enables that
working across those departments customers shouldn't see where one
department ends and another begins.
An iterative increment approach. It mean that you can release benefit earlier rather than saying it has to be the whole thing
or nothing. I think the critical thing for me about agile is the speed of delivery
and also the fail. Quick fail fast you know try something if it doesn't work
move on. So benefits of using this approach for
Scottish Public Sector leaders, in our ability to build the right thing, build
the right service for the users. The biggest risks is
that we build the wrong service that we build something that's that users don't
want that they don't need and they won't interact with those things when we go
live with a service. What Agile gives us is it brings user needs in at the start of the journey so
quite often in local government and across the public sector we bring user
needs and too late we begin with solutionising so we start building
before we've even spoke to the customer to ask if what we're developing is what they need from us.
Traditionally I think we look very much from what do we as an organization want
to deliver now we've got to look at what is it that our citizens require from us
and how do we design our services to best meet their needs.
What I guess we're thinking about now, is thinking more holistically.
What is the user's experience from those services and how do they knit together
to provide what customer, that user actually wants rather than perhaps a set of siloed services which has perhaps been the case in the past
It's hugely important for us to change mindsets in this way of working. the cultural shift needed to employ this way of working is really
important. I like personally how agile works out in the open it generates
energy whether it's your kanban boards your daily stand-ups there's a
visibility of the people who are involved in the project that generates
curiosity. What our governance needs and what our assurance requires is
that we're working and spending our money and our time on products that's
the best for the organization so again through agile we can give them quick
reporting we can make sure that they're kept really up-to-date. If I was to think
about giving out advice to leaders of digital programs, digital transformation
programs. Leadership roles have never been important as they are now I don't
think. Your absolute role in setting that that clear vision to work
to is imperative. Equally is important
understand the people and empower the people that are working with you that
are working for you, so those the tenets of making sure that they have the
competence and the clarity of vision. I would encourage leaders across the
Scottish government to attend the Scottish Digital Academy. It's a chance
to find out about the ways of working that will help you succeed in the
digital world. The kind of culture that your organization will require and get
the practical hands-on experience to help you and the people you work with to
change the way in which we offer services and deliver for the people of
