Victoria Legal Aid has opened a new office in Mildura

to serve the everyday legal needs of the Mallee region.

We are co-located inside, and we'll be working alongside the Sunraysia Community Health Service

because we've found that our clients health and legal problems often overlap.

People often see health professionals, a physiotherapist or a podiatrist, someone that you see really regularly

and you've already formed a really good, trusting relationship with.

so the benefit of having the health worker and the lawyers working together is

that they share knowledge between them so that physiotherapist that you're seeing might be more aware

that housing issue is in fact something a lawyer could help with.

The legal system is very difficult to navigate if you're not familiar with it

as is the health system, and so what we are able to do with clients, we can actually say to them

are you aware of this service that we have here? And we can actually, now, with the knowledge that we've gained,

from having legal aid here, give them some very accurate information.

I'm a counselor, I've been a counselor for a long time but I'm not a nurse and I

don't have legal experience and all that sort of thing.

so as much as I can help people with their specific drug and alcohol problems

it is really, really good to have someone who has a voice and the power to actually speak up for these people

when they need it.

Before we arrived in the Mallee, Victoria Legal Aid did a lot of research about what

legal problems people needed help with.

as a result, we are prioritising legal needs such as child protection, housing,

debts and fines and mental health orders.

The law survey found that only around 16 per cent of people with legal problems actually get advice

and as a lawyer that's really worrying because it means that people in the community

that have legal problems, and they might not even realise their legal problems,

are just suffering through a particular issue thinking that that's just what they need to work through.

without knowing that they could actually get help for that problem.

The Mallee also has a diverse population with the second highest Aboriginal population in Victoria

and several newly arrived communities that may find it difficult to access legal help.

It makes it quite easier to have such services available to us.

It decreases the number of concerns and issues that may arise with our clients.

We go down these paths all the time that we think about health care and holistic care

and just having VLA is just like another piece to the puzzle

and it just makes us provide a whole lot better service.

DGS Office of Legal Services on Strategic Planning 2016 - Duration: 3:35.

Good afternoon everyone my name is Henry Nanjo and I'm the Deputy Director Acting

Deputy Director and Chief Legal Counsel for the Department of General Services.

The Office of Legal Services is the office of attorneys for the department

and we also have the role of approving personal services contracts for most

other state agencieas. Personal services contracts are those contracts where the

contractor provides a duty or labor as opposed to commodities or goods. Unless a

state agency is exempt, most personal services contracts are not valid unless

the Office of Legal Services or all s approves it. We ensure that the personal

services contracts meet the requirements of the state law and also the state

contracting manual. If a contract has issues, those issues must be corrected

before we can approve it and what results is a contract is returned to the

agency and then the agency is charged for the office of legal services to

re-review that contract. This results in more time before services under those

contracts can be delivered, and it results in more costs for the agency and

additional review time by OLS attorneys, so along those veins to remedy that, our

first goal is to develop targeted training modules to address common

contracting issues and the reasons for contract rejection. We will be working

with the DGS office of strategic planning policy and research to review

all OLS data, on the reasons that contracts are returned and identified those common

issues and problems for various state agencies and divisions. The OLS team will

then identify those issues and develop specified targeted training modules that

we can provide to those agencies and divisions to alleviate those problems.

Finally, the OLS team will reach out and have discussions with those agencies and

units to both offer the training and kind

give them an understanding of common problems that we've come across that

results in those contracts to be resubmitted. Our second goal is to

establish a robust training program and tracking database to document and

protect the states states created intellectual property. After a Bureau of

state audits report legislation was passed last year that charged DGS Office

of Legal Services with assisting state agencies to assist them in managing and

protecting the state's IP or intellectual property. Many of us have

probably read about how the National Park Service had to change the names of

various iconic locations at Yosemite National Park because they inadvertently

let the concessionaire trademark and get the intellectual property rights to

those landmarks. Things like the Awanee hotel Curry Village, so in order to

prevent anything like that from happening to state agencies we will be

working with an advisory group of key stakeholders and we've already started

meeting to determine training subjects to kind of come up with elements of a

database and also materials and the best way to get the word out to state

agencies so they can protect the state's intellectual property. Those are the two

goals that we will be focusing on at the Office of Legal Services this year.

sees a patient, it's an opportunity

to prevent disease and promote good health.

The range of available preventive services is extensive,

and new evidence about what works

continually comes to light.

How does a primary care clinician

know the best preventive opportunities

for each and every patient?

To address this challenge, more than 30 years ago,

an independent, volunteer panel was created.

The United States Preventive Services Task Force.

The Task Force reviews all the research

on specific preventive services

and provides evidence-based recommendations.

Each member of the Task Force is a nationally-recognized

expert in disease prevention and evidence-based medicine.

Most are practicing primary care clinicians.

The preventive services they evaluate include screenings,

behavioral counseling, and preventive medications,

ways that can help prevent disease

before there are any obvious signs or symptoms.

Before a final recommendation is made, materials are opened

to scientific review and public comment.

Then, after all input is considered,

a final recommendation is published.sidered,

If there isn't enough evidence to make a recommendation,

the Task Force calls for more research, and each year,

reports to Congress on priority research gaps.

Every Task Force recommendation becomes a valuable

evidence-based tool that primary care clinicians

can depend on.

primary care clinicians, their patients, and their families

have the knowledge they need to help prevent disease

and promote good health.

I think the innovation is using technologies that are available -

and it's how we use it!

Almost all the technologies could be had by every one of our competitors,

so it's how do you use it is the competitive advantage.

I think we have certain advantages that we're a smaller company,

we're very hands on

and we do our own - most of our own development work.

So I think we have an advantage in network.

Maybe a little bit closer to the the customer and closer to the problem.

I think the company of the future has to be specialized

and I think it has to embrace some of the technologies and that's why I am here.

And, we've been partnering now how many years.
