North Korea fires ballistic missile directly over Japan-3 - Duration: 1:19.

Rattling not just the allies, but also Tokyo this time.

A ballistic missile passing through Japan's airspace.

What is the underlying intention of the unpredictable regime?

Well, Daniel this is not the first time Pyongyang launched a ballistic missile directly over

Japan.

It's actually the second time.

Most reports have the facts wrong.

North Korea launched an missile known as the Daepodong missile that flew over Japan on

August 31st, 1998, so it's actually the second time.

However, the expert I spoke with says the recent launch has another meaning too.

Here's what he had to say.

(Korean) "The latest missile shows that North Korea

is capable of targeting Guam, making it an indirect threat to the U.S..

They didn't fire the missile due to the ongoing UFG joint military exercise.

They are looking at the bigger picture and showing they are capable of targeting Guam."

12 . . UFG . 12 .

The distance between Pyongyang and Guam is some three thousand kilometers.

At the height of the U.S.-North Korea tensions earlier this month,... North Korea threatened

to launch four Hwasong-12 intermediate ballistic missiles into waters near Guam to show it's

capable of targeting U.S. military bases on the island.

Thanks Hyun-bin for the analysis of North Korea's recent missile launch.

North Korean missile over Japan - Why now? - Duration: 0:47.

First and foremost

the technical need to test their capabilities, to demonstrate that they're making progress

We've heard about the success in July of those two ICBM launchers

But the North Koreans are not yet in a position where they have genuinely a reliable deterrent that can strike at the United States

That's their bottom line

That's what Kim Jong-un wants.

The second reason is to send a very clear signal to Donald Trump that despite all of the

fiery bluster from the president

they're not deterred

They will continue to test, as they promised back in April, their military hardware

The third reason, I think behind all of this is that we shouldn't forget just a few days ago

the Japanese government was saying they would tighten their own bilateral sanctions

This is a way for Pyongyang to send a signal to Abe that you will not intimidate us

And so I think it's a complex mix of factors.

Korean President Moon Jae-in to appoint new ambassadors to U.S., Japan, and China - Duration: 0:54.

With North Korea's provocations coming one after the other, South Korea's new administration

is looking to get its diplomacy up to speed.

President Moon Jae-in on Wednesday nominated new ambassadors to the U.S., China, and Japan.

Here's the presidential office spokesperson.

(KOREAN) "The government nominated Cho Yoon-je, a visiting

professor at the Korea Advanced Institute of Science and Technology, as ambassador to

Washington; Noh Young-min -- a former lawmaker -- ambassador to China; and Lee Su-hoon -- a

Kyungnam University professor -- to Japan."

The three nominees are expected to bring to bear ample skills and experience.

Cheong Wa Dae is still working to find the right person person to serve as envoy to another

major power, Russia.

The nominations came amid reports the Trump administration will name Victor Cha, a former

White House official, as the next U.S. ambassador to Korea.

North Korea fires ballistic missile directly over Japan-1 - Duration: 1:42.

Staying with North Korea's latest missile launch.

It marks a significant escalation of Kim Jong-un's defiance of the leaders of U.S. and Japan.

For and in-depth analysis of the situation, we have our defense ministry correspondent

Kim Hyun-bin with us in the studio.

Hyun-bin Trump said Kim was starting to respect Washington.,... but he's probably rethinking

that assessment.

Daniel, North Korea fired what is believed to be an intermediate-range ballistic missile

directly over the northern part of Japan Tuesday morning.

South Korea's Joint Chiefs of Staff says the missile was fired from Sunan, near Pyongyang.

The JCS says the missile flew directly over Hokkaido and fell into the North Pacific Ocean.

The Pentagon has also confirmed the missile flew over Japan's territory,...adding that

it's still assessing the launch.

We know that the missile flew some 27-hundred kilometers,... reaching an altitude of 550

kilometers... but we are still waiting to find out what kind of missile it was.

But as expected,... the launch has been widely condemned,... with the JCS calling it a clear

violation of UN Security Council resolutions... and a threat to world peace and stability.

(Korean) "North Korea's ballistic missile launch is

a challenge to Seoul and Washington,... and we strongly denounce it.

We are closely monitoring movements from the North,... and we warn the regime to halt all

its provocative acts."

' ' , . , .

South Korea's JCS warned that Seoul and Washington are fully ready to counter any additional

provocations from the North and that it will sternly counter any threats.

North Korea fires ballistic missile directly over Japan-2 - Duration: 0:53.

We're still at the early stages of analysis of the launch.

While we can't pinpoint exactly what type it is... what could we figure out based on

the range and altitude.

That's right.

The National Intelligence Service, the defense ministry will be looking at that question

as we speak.

But based on the data we have, an expert was able to draw this conclusion.

Have a listen.

(Korean) "Looking at the range and altitude of the

missile, it's an IRBM.

North Korea has three types: Pukuksong-2, Musudan and Hwasong-12.

Recently, North Korea attached a new 3-1-8 engine on the Hwasong-12 and tested it four

times and used the same engine to test the Hwasong-14 twice.

Looking at all this information, the regime likely launched a Hwasong -12 IRBM."

Is it Too Dangerous to Live in Japan? - Duration: 18:40.

Hey guys, how's it going? It's already like

afternoon here

we spent all morning cleaning the house and setting up this blow up mattress because

Keyboard-san's friend from Korea is in Japan for work

He's gonna be coming to hang out with us for a couple days so today

We're gonna go pick him up and have dinner together, and I'm not sure what else we might go somewhere

I woke up to news this morning

That North Korea had launched a missile over Japan, so that's always

good news to wake up to

It appears they launched it right over the area of hokkaido, and it landed in the ocean

Luckily I don't know what they were aiming for or what the purpose was I get lots of comments like

Why do you live in Japan isn't it kind

of dangerous with North Korea doing crazy stuff and

With earthquakes and all this but I don't know I've always kind of felt that I would rather just

Do what I want and live where I want to live and not worry about things that might

Never happen it just kind of seems like a waste of your life to spend it worrying about something that might never happen

So I try not to worry about those things, but it when you wake up to news like that

It's kind of terrifying luckily. I don't live in hokkaido because people received

An alert on their phone Japan has an alert system for when things like this happen, and they got a message

I'm just looking at it here. That said a missile has been

Launched plee a missile has been launched from North Korea

Please get inside a sturdy building or down in a basement

Imagine waking up to that at 6 a.m.

6:02 a.m.. This morning and then

Later on it says it looks like it's passed over us

if you find any any

weird

objects, I guess stuff that could have like fallen off the missile, or I'm not sure please tell the police but

first ones really scary

Those of you guys that live in this area of Asia Japan or South Korea

What do you think about all this does this make you want to leave and move to another country I've just never had that

That feeling I don't

I moved here right after the big earthquake

Because I wanted to be close to my friends that were here because I was worried about them

I never I never really worried that there would be another big earthquake and like

You might get hurt or killed or something? I just really don't worry about things that aren't 100%

For sure gonna happen, but my family probably thinks I'm crazy

and I know my mom wants me to move back to Canada because she's worried about the whole North Korea thing but

One day, I'll go back there one day

Yeah, let me know what your thoughts are on all of that. Do you think I should?

prepare for the worst and leave this area or

Or not let it affect my life

Anyways, I'm gonna finish cleaning up the house

We have some more cleaning up to do I gotta brush the cat's we got them this little

hand

Brushing mitt, and I thought maybe they would like it a little better

Than the typical brush which they absolutely despise

So I'm gonna try that on them today and try and clean up their fur for his feet good seriously don't make a mess

tug you a doll mo

Da Chosen

Koko Anita Abunai Tomo

No, none day

Your nanny sitter Kyle Kinane Kyle. I don't need another commotion and I she

senses

Itsumo, so you go to Erica narrator

Akuma Kumahachi Tomo

Hey, I'll get that on more yarn. I to you

so know what Connie did

Man you want to try the brush you want to try the brush

You up being brushed

So it has this kind of soft rubbery surface. I thought it was Gonna be harder

on one side of the glove

But the hair is supposed to stick to as you brush them and then yeah just a regular glove on the side

Wait good boy

He's not so sure that

scary

Scary, it's okay. Oh good boy

All right, it's Gonna take some warming up try

Good girl

It's Kerry that's scary

Slowly swings, oh hey, I got some hair

It looks like it works. The only problem is getting the cats to stay still for it

Alright, it's a keyboard sons turn. Hopefully he has better luck

Boy good boy

We're just going to pick up his friend now this guy looks, so pretty

Tomorrow okay tomorrow

Really doesn't like guys. He's always good with girls, but not guys

Are you hiding? It's okay? Come here? It's okay. Good boy good boy

Luna's is absolutely terrified of anyone new even people that she's seen like four or five times. She gets scared when I come home

Okay, okay

the boys just left and

Mauro is like frantically

And Lumina. They're like frantically searching the area. He was sitting it and smelling everything. It's okay

He's not Gonna kill you

Go smelly suitcase some more

So the guys went to play Pachinko. I haven't played Pachinko in like

Two years I want to say I used to really like it. I would go all the time

You know pachinko is it you can kind of?

Equate it to slot machines. It's the most popular form of gambling in Japan

It's this machine really noisy machine with little balls in it

And they shoot up

And you gotta try and get them to land in this hole and if they go through there then the story will

Continue and it's playing like a video in the background

it looks like a video game the story will continue as long as you keep getting the balls in there and then

Events will happen throughout the story and if a special event happens

And that's usually when you win

So if this story starts to take like a different turn than usual

Like I usually play the same machine because I'm used to it than I know when something special is happening

And it's really exciting. It's like an icon I'm probably Gonna win

And then yeah anyways, it's like. It's really good thing to explain it basically

it's like a video game, and then it's also like this little ball machine thing and

When you win lots of balls come out?

And they shoot out, and you collect them in a little bucket, and then you exchange the balls for money

So yeah, that's pachinko if you come to Japan, maybe give it a shot

It's really confusing your first time because especially if you don't understand Japanese because you wouldn't get the story

That's happening in the game, and it would just be so confusing that's how I felt the first time I played it

But once you get the hang of it. It's really fun

It's really addictive and I can see what a lot of people have problems getting addicted to it

But I used to have really good luck and I would win most of the time so I would either

Breakeven or went a little bit, so it was pretty fun, but the guys went out to play Pachinko

So I've got the house to myself. I think I'm gonna invite Nicole over

Because I haven't seen her in a while

And we'll just hang out for a bit while they're gone and then we're gonna go eat later quite a bit later

Cuz his friend wasn't hungry yet, so no, I think they want to go to yakiniku

So that'll be interesting I can show you guys what kind of vegan options they have at yakiniku

It's actually more than you would expect you'd think that

Meat Barbeque place would be like the worst place. You could go if you don't eat meat, but they do have lots of

Options, it's pretty good. So I had to miss some ids of my august vlogs by the way

I really wanted to do the everyday thing but then I got invited to go to

Kumamoto to do some Volunteer work

and I didn't want to pass that up because I've never been to kumamoto before and

I love volunteering with anything to do with like the earthquake disaster relief, and yeah

I did like a

Fun Little Workshop down there in the area that was worst hit by the earthquake, and I got taken on a tour of the town

And I filmed a bit it was kind of sad because there wasn't much

Like crumpled houses or like crumbled rocks or anything still laying around but everything had been cleared out

And there was just like nothing left

It was really weird, and then we went to this temple

that had just completely fallen down the stairs had all cracked and

Like the big Torii gate at the entrance of the temple had fallen over and was like lying in the river

So yeah, it was a weird experience cuz I've never really seen anything like that before

Anyways, I'll tell you guys more about that trip on the video that. I'm making about kumamoto. That'll be over on my Japan channel

I thought lots of editing to do on that

It's gonna take a little while to put together, but maybe it'll be up in the next week or so I would say

Yeah, I just got back from Kumamoto, and then on the way home

I got a horrible migraine on the plane

and it took me a couple days to recover from that and I'm

Still feeling kind of gross every time I get a migraine

I get really nauseous and my stomach just

Doesn't recover even though my head pain is gone my stomach

Just felt really gross for the last couple days, and I was not in the mood to vlog so I didn't vlog until today

So sorry for the wait guys

That's what's been going on in my life

What's new with you guys? I met someone down in Kumamoto

He was so nice one of the guys that was working with me

And he said I watch all your videos and meeting you it feels like I've met you before

Like it feels like we're friends already cuz I know so much about you

And I get that a lot people feel like we're friends even though we've never met before and they know so much about my life

and my

Hobbies and

Everything really everything would I choose to share in my videos, and I don't know anything about them

So tell me something about you. What did you guys get up to this week?

Anything exciting happening in your lives anyways yeah, I'm gonna call Nicole

See if she wants to come over for a bit, and I want to do some crafts. I have that aqua beads

kit

That was said to be in the mail

And I really wanted to do it and Nicole has made these before I stuff maybe we can try this together

Nicole's here now we're looking up patterns for the aqua beads

I think I found the ones. I want to do saul the eeveelutions, and they're really tiny

Found the site with these patterns, so I'm gonna try and make all the eeveelutions. Hopefully I have enough colors

Up down. You're like

oh

my God

This is all we could do with the colors that I have so we're gonna spray them now and hope for the best

I didn't see you. Can't even see like until it covers all the whole really

That's how I do it

That's thing well, it's too much

It doesn't even spray it just draw up your upper. It's like it shows it as a spray

We're just watching run BtS online now the cooking one was really funny with episode 1 okay

Episode 20 if you haven't seen episode 20 of run btS. Just look that up

Luna's a btS feb you are me Luna who know who's your favorite?

Who's your favorite?

Hurry Nicole's Gonna go and I'm gonna meet the boys for dinner

my even hungry I

Could eat that my head had a late lunch

I usually get this salad. It's got sea made an onion the cucumber

This it's like a basket of vegetables that you can grill

This is new they don't usually have this one, so I'm going to try this in sudan with you

Sesame debt was going book green onion

We're back home now the yakiniku places. I would have you don't so I ended up not eating anything except for salad and tofu

But that's probably good because I wasn't even that hungry

I just really wanted it because it looked yummy, and it was new on the menu

but anyways

The guys are just drinking and probably gonna play computer games or something and I'm gonna get some editing done

Got a couple videos coming up on my main channel. I need to get up soon, so

Thanks for watching guys. Oh, and if anyone's still around you're still still watching

I'm gonna be doing another box with wishtrend because the last one did really well you guys seem to really like it, so if you

Bought that box and there was something in there that you really liked, and you would like to see it in another

Box in the future let me know I would like to kind of design this next box

Around what you guys want the most or if you were unable to get the last one and there was a product in there that

You really wanted to try

Please let me know

and I will definitely tally up like comments and for what are the most wanted items and include those in this next box and

This time they're gonna have lots of stock prepared. So there won't be any stock problems

I just really didn't expect so many to sell so sorry about all the issues we had with the last one

But this next one should be should be better ship. You should go smoother. All right guys. I'm gonna say goodnight here

Thanks for watching this really chatty video

I just kind of wanted to catch up with you guys cuz it's been so long since I've been able to talk to you

So I hope you didn't mind all the talking and I will see you again soon

I'm going to visit Taylor in a couple days, so there'll be some schaller vlogs coming up. I miss her a lot

Being Rudely Awoken by a North Korean Missile - Duration: 3:17.

*siren wailing*

It's 6 a.m. in the morning. I was rudely awoken by my phone going "na-na-na-na", vibrating and going mental.

And then there was an air raid, this air raid siren going on outside for a

missile from North Korea. I don't know if it's real or not, but it's not a very nice way

to wake up in the morning. But what I do know is this area I'm currently in

Aomori on the Sea of Japan coastline and I think last year a missile splashed

down in the sea off the coastline. Maybe I think about 100 kilometers out to sea.

And then there was another missile not that long ago that

crash-landed just off the coast of Hokkaido 'bout another hundred kilometers that way.

So, in this remote far-flung region of Japan, the only thing

the locals have to worry about normally, are the bears and now on top of the

bears, they've got North Korean missiles. It's a bit unfortunate I've come here to

hike through a forest and while I was prepared to accept the, the danger of the

bears, the-the missiles certainly add another element to that.

Missiles and bears. That is what the people here have to worry about now.

Albeit not together. That would be quite unlikely but, but also terrible.

*siren wailing*

I'm in bed. Just went back to sleep.

Phone went off alert. Phone went off again.

Alarm went off again. Now I'm really angry. The emergency alert said

the missile flew overhead though. So I better look that up.

For fucks sake, I was just woken up a third time.

This time by the television switching itself on.

To report about the missile.

I didn't even know TVs could switch themselves on in Japan like that in emergencies.

Probably makes sense but...

it's so annoying and now

I've got to get out of bed. And switch the TV off.

For fuck's sake.

This is what annoys me about all the people who go to North Korea on holiday because it's so

different and unique seeing a culture that's so weird and strange like the 1960s.

Fuck off.

Like every time you go to North Korea you're funding a regime that

butchers its own people. That has hundreds of thousands of people locked

away in concentration camps and fires missiles just stupidly and randomly at 6 a.m. in the morning.

If you go to North Korea, you're a fucking idiot. Don't go.

And now I'm gonna go to sleep and I'm really angry.

Bah.

North Korea missile launch over Japan shakes U.S. allies - Duration: 4:16.

MILES O'BRIEN: The U.S. and its Asian allies are trading barbs in the wake of North Korea's

latest missile test early today.

Nick Schifrin has our report.

NICK SCHIFRIN: It was an alarming way to wake up, 6:00 a.m. on Japan's Hokkaido Island,

and the air raid sirens go off as a North Korean missile flies unseen above.

Residents posted videos on social media, and received a text that was also displayed on

computer screens: "Please take refuge in a sturdy building or underground."

Never mind most Japanese homes don't have a basement.

WOMAN (through translator): They said please get into a solid building, but we were thinking

ours here would be gone in the first blast.

NICK SCHIFRIN: The test shook a key U.S. ally, admitted Japanese Prime Minister Shinzo Abe.

SHINZO ABE, Japanese Prime Minister (through translator): The North Korean missile, which

passed over our nation, represents the greatest and gravest threat to our nation ever.

It also is an egregious threat to the peace and stability of the Asia Pacific region.

NICK SCHIFRIN: South Korea's response was even more aggressive.

The Defense Ministry released video of every step of a drill it called a direct strike

on North Korea's leadership: a fleet of American-made F-15s flying two sorties and dropping GPS-guided

bombs.

The South Koreans said they hit their mock target.

And if that message wasn't direct enough, air force Colonel Lee Kuk-No made it obvious.

COL.

LEE KUK-NO, South Korean Air Force (through translator): If North Korea threatens the

security of the South Korean people and the South Korea-U.S. alliance with their nuclear

weapons and missiles, our air forces will exterminate the leadership of North Korea.

NICK SCHIFRIN: The response was so grave because today was unprecedented.

The missile, which launched from a Pyongyang suburb, was the first time a ballistic missile

designed for a nuclear tip overflew Japan.

It flew for 14 minutes and splashed down 1,700 miles away, almost enough distance to have

reached U.S. territory Guam, which the North Koreans previously threatened to target.

The North Koreans have now launched more missiles in the last three years than in the last three

decades.

They say they're responding to U.S.-South Korea exercises that have been ongoing for

the last nine days.

The U.S. calls those exercises defensive and computer simulations, as seen in the 2013

version.

But, in Geneva today, North Korea's U.N. ambassador depicted those exercises as preparations for

war.

HAN TAE SONG, North Korean Ambassador to the United Nations: It is an undeniable fact that

the U.S. is driving the situation of Korean Peninsula towards extreme level of explosion

by deploying huge strategic assets around the peninsula to conduct a series of nuclear

war drills and maintaining nuclear threats and blackmail for over a half-century.

NICK SCHIFRIN: The aggressive rhetoric drew a curt reply from President Trump that ended,

"All options are on the table."

Analysts describe that today's missile test was designed to create considerable chaos,

but not confrontation, and it was also designed to create distance between the U.S. and its

allies.

CHRISTOPHER HILL, Former U.S. Ambassador to South Korea: They're trying to show that the

U.S. is not in a position to do anything for the Japanese right now.

And I think it's part of a broader strategy really to kind of try to show the United States

is a kind of paper tiger in the region.

NICK SCHIFRIN: Chris Hill was the U.S. ambassador to South Korea and headed the U.S. delegation

in talks designed to dismantle North Korea's nuclear program.

He advocates a strategy combing diplomacy with sabotaging North Korea's missiles.

CHRISTOPHER HILL: We do need to look at more direct measures in that narrowing space between

peace and war.

I don't see how we can simply rely on China or rely on some kind of sanctions program.

NICK SCHIFRIN: Just last week, both President Trump and Secretary Tillerson praised North

Korea's self-control.

REX TILLERSON, U.S. Secretary of State: I am pleased to see that the regime in Pyongyang

has certainly demonstrated some level of restraint that we have not seen in the past.

NICK SCHIFRIN: Since then, North Korea launched two sets of missiles.

But Ambassador Hill says the U.S. is right to continue talking diplomacy; it just needs

to push its point more.

CHRISTOPHER HILL: Diplomacy is a little like the advertising business.

If you haven't said it 50 times, you haven't said it at all.

NICK SCHIFRIN: Today's launch shook the region.

The U.S. is trying to reassure allies and deter North Korea, which doesn't seem to feel

pressure right now to stop its testing.

For the "PBS NewsHour," I'm Nick Schifrin.

Trump says 'all options on table' after North Korea missile launch over Japan - Duration: 2:02.

We begin this morning,... with North Korea.

It's been a little over 24 hours since the regime fired off its missile,... and moments

ago we learned that Kim Jong-un was at the site and watched the launch.

Kim said North Korea is still watching the U.S.,... and will decide on its next step

depending on Washington's words and actions.

The regime also revealed the missile fired on Tuesday was a Hwasong-12, an intermediate-range

ballistic missile,... making it the second launch since the first in April.

And following the brazen launch over Japan,...

U.S. President Trump has declared that "all options" are on the table.

While Pyongyang is testing Trump's patience,... the Pentagon says the missile fired by North

Korea was of intermediate-range,... and it did not threaten the U.S.

Kim Hyo-sun reports.

North Korea's missile launch on Tuesday was met with a typically strong response from

President Trump, who said that (quote) "all options are on the table."

It could signal that Washington is even considering military options in dealing with Pyongyang.

In a statement issued by the White House,...

President Trump condemned North Korea for its threatening and destabilizing actions,...

adding that they only isolate the regime further.

While the U.S. had expressed a willingness to engage in talks with North Korea in recent

days,... it's now reverting back to increasing pressure on Pyongyang following its latest

escalation.

The Pentagon says its initial assessment indicates North Korea tested an intermediate-range ballistic

missile, or IRBM,... which landed in the Pacific Ocean approximately 920 kilometers east of

Japan.

Citing U.S. officials,... Reuters reports that it looks like North Korea fired the Hwasong-12,

an IRBM,... which can fly from 27-hundred to 56-hundred kilometers.

In May,... Pyongyang successfully tested the Hwasong-12, which travelled around 780 kilometers,...

reaching a maximum altitude of around two-thousand kilometers.

S. Korea, U.S. and Japan join in condemnation of N. Korea and calls for emergency UNSC meeting - Duration: 2:10.

Tokyo was quick to condemn the hermit kingdom's missile launch, calling it a grave and serious

threat.

Together with Seoul and Washington Japan called for an emergency UNSC meeting to try and pile

more pressure on the regime.

Kwon Jang-ho give us the updates.

Residents of Hokkaido woke up to the sounds of emergency sirens on Tuesday morning, warning

that a missile had been fired from North Korea and could hit areas nearby.

Luckily the missile was never a threat, heading way out into the Pacific Ocean.

However, it was still the first time a North Korean rocket had flown over Japanese territory

since 2012, and Tokyo was quick to condemn it, calling it an egregious threat to the

peace and stability of the Asia Pacific region.

(Japanese) Reuters 2100 "We have lodged a strong protest with North

Korea to that effect.

I call for an emergency meeting of the United Nations Security Council... and we will demand

even stronger measures against North Korea."

Abe later held a 40-minute phone call with President Trump, who assured the Japanese

Prime Minister that the U.S. was 100-percent with Japan.

A senior Tokyo official also told Kyodo News that the two leaders agreed that the time

is not right for dialogue with Pyongyang and that increased pressure is needed.

South Korean foreign minister Kang Kyung-hwa also made a call to Washington and spoke with

her U.S. counter-part Rex Tillerson.

The two sides are said to have expressed their disappointment toward the regime's actions,

and pledged to continue working closely together to tackle the North Korea threat, including

at the U.N.

South Korea, the U.S. and Japan have jointly requested an emergency meeting of the U.N.

Security Council.

It's set to convene later on Tuesday, and three allies are likely to call for further

pressure on the rogue state.

However, China and Russia, North Korea's closest allies, are likely to push for dialogue.

Sergei Ryabkov, Moscow's deputy foreign minister, said on Tuesday that sanctions had reached

their limits, and that only a diplomatic solution was the answer.
